How the New York marketplace works
You create an account on NY State of Health, enter household and income details, and the exchange shows your eligibility result — marketplace cover with or without a tax credit, or a referral to Medicaid or CHIP where that fits. The application, not a third-party estimate, is the decision.
Plan availability varies by area, so a plan offered in one part of New York may not be offered where you live. Preview plans for your own ZIP code and check each plan’s network for your doctors and hospitals before you compare premiums, because a plan that excludes your regular care is not a bargain at any price.
New York’s Essential Plan sits between Medicaid and marketplace plans: adults who qualify get cover with no monthly premium and no deductible, and Medicaid, the Essential Plan and Child Health Plus all accept applications year-round, outside the marketplace open-enrollment window.
Benchmark premium in New York
The 2026 benchmark premium in New York is $817 a month (KFF, 2026). That figure is the second-lowest cost silver (benchmark) premium for a 40-year-old in each county and weighted by county plan selections, as published by KFF, and it is the figure the premium tax credit is calculated from.
The benchmark premium is a statewide average, not a quote and not what any individual will pay. Your own figure comes from the exchange preview for your ZIP code, and the exchange application gives the official figure for your household. Run the ACA subsidy calculator for a planning estimate before you apply. The all-states benchmark table puts the New York figure beside the other states.
Subsidies in New York
Subsidy help in New York follows the same national logic as everywhere else: household size, expected income and the benchmark premium for your area shape the premium tax credit, and cost-sharing reductions attach to silver plans for eligible buyers.
Run the ACA subsidy calculator first to get an educational estimate, then let the exchange application give you the official figure. Complete the application even if you assume your income is too high — the application is the test, not your guess.
Income that changes during the year should be reported when it changes. The reconciliation at tax time is the same national rule, and updating promptly is the simplest way to avoid a repayment surprise.
Medicaid expansion in New York
New York has expanded Medicaid. Expansion took effect on 1 January 2014, and adults can qualify on income up to 138% of the poverty level.
The application itself is the reliable test — apply anyway and let the application sort marketplace cover from Medicaid. If your income suggests Medicaid may fit, read the Medicaid eligibility page too; the application routes you where you fit.
Open enrollment and renewing for the next year
For 2027 coverage, open enrollment on NY State of Health runs November 1, 2026 to January 31, 2027. Enrol by December 15, 2026 for cover starting January 1, 2027; enrolling later in the window starts cover in a later month, depending on when you sign up and pay your first premium. Outside open enrollment, a qualifying life event — such as marriage, birth or adoption, losing other cover, or moving — opens a 60-day special enrollment window. Medicaid, the Essential Plan and Child Health Plus accept applications year-round.
Cover does not simply carry over unchanged from one year to the next. Each year, update your expected income and household details on your application for the coming year, then compare plans and renew your current plan if it is still available, or choose a different one that fits better. NY State of Health publishes the current window on its enrollment page, so confirm the dates there before you renew.
What to check before enrolling
Check four things before you enroll: that your doctors and hospitals are in network, that your regular medicines are covered and on what tier, that the deductible and out-of-pocket maximum fit a year in which you actually need care, and that you understand what the plan excludes. The health insurance exclusions guide lists the common exclusion types to look for in the plan documents.
Enrolling without paying the first premium leaves you uninsured, so pay it and keep the receipt. If you need help, the exchange’s local-help finder points to navigators and certified helpers in your area, and that help is free — you do not need to pay anyone to complete an application. If your income is near the Essential Plan’s limits, check that programme first — it carries no monthly premium and no deductible for adults who qualify.
New York links and next steps
Where to go next: if your income suggests Medicaid may fit, the application itself routes you; the ACA subsidy calculator gives a planning estimate, and the health cost estimator helps compare two plans on total cost, not premium alone.
Keep your marketplace confirmation and first-premium receipt together. If you need help, the exchange’s local-help finder points to navigators and certified helpers in your area, and that help is free.
Worked example
Marcus, a fictional New Yorker previews plans for his ZIP code, enters household and income details into the subsidy calculator, and shortlists two plans. He checks both plans’ networks for his doctor and his regular medicine tier before choosing, and pays the first premium to activate cover. No New York rule, date or plan price in this example is asserted as a fact.
Illustrative example only — not a fact about any real policy.
